If you have a REDcard you will not get an additional 5% off, because Target gift cards have always been excluded from that discount.

If you use discover card for purchase, you get additional 5% cash back. Total 15% off.
Can you still buy the discounted Target gift card and then (starting 12/9/19) use it to purchase other gift cards such as Disney gift cards??
No, unfortunately you can’t buy gift card with other gift cards.
I bought gift cards last Sunday before knowing about this Sunday’s 10% off deal. I called and they said that I can’t be reimbursed the 10% with this deal even though it’s within 14 days and I have my receipt. This is very sad as I spend a lot of money at Target and will no longer be doing so! I have my receipt which does not state that I can’t return. This makes me sick! Walmart, here I come!!!
You can return those gift cards as long as you have your receipt.
Can the gift cards bought through this promotion be used in store ?
You can redeem these gift cards in-store and online starting December 9th.
